The Chinese government passed a national standard requiring minimum energy efficiency standards for room air conditioners (RACs), which covers minimum energy performance, assigns values and grade level for energy conservation and stipulates testing methods and inspection requirements.
On June 1, 2009, China implemented a subsidy program to Level 1 and Level 2 RAC (1–5 HP) sold in the country, expanding the market for high-efficiency RACs.
The following year, the RAC energy efficiency levels were revised, with the previous five energy efficiency levels trimmed down to three. With these new levels, the minimum energy efficiency level of 3–5 HP was upgraded from 2.4 to 3.0 w/w. The new Level 1 energy efficiency ratio (EER) for 3–5 HP room air conditioners became 3.4w/w.
Under the new energy efficiency scheme, the Chinese government adjusted previous subsidy programs for Level 1 and Level 2 room air conditioners (1–3 HP) sold in China market. RACs with 3HP above did not qualify for subsidies.
